GOA Testimony on SB 822 – Strengthening Firearms Preemption

On October 29, 2025, I had the honor of testifying before the Pennsylvania Senate Local Government Committee during a public hearing on Senate Bill 822, legislation aimed at strengthening Pennsylvania’s firearm preemption law.

In my remarks — see video below— I explained why SB 822 is not just a policy improvement, but a necessary protection for the constitutional right to keep and bear arms. I shared how local governments in Pennsylvania have repeatedly attempted to override state law by enacting illegal firearm regulations, creating confusion and costly legal battles for law-abiding gun owners.

SB 822 would reinforce the principle that only the General Assembly has the authority to regulate firearms and ammunition in Pennsylvania, while also providing real consequences for municipalities that violate the state’s preemption statute. It seeks to offer meaningful remedies — including damages and attorney’s fees — for those harmed by unlawful local ordinances, shifting the balance back toward freedom and accountability.
