Philip Rice is the Gun Owners’ Choice Candidate for HD 72
I am proud to endorse Philip Rice for State Representative in Pennsylvania’s 72nd House District.
In the upcoming November 3rd general election, Cambria County gun owners have a crystal-clear choice: a battle-tested combat veteran who will unflinchingly defend our freedoms, or an incumbent who talks big at home but stabs gun owners in the back in Harrisburg.
That anti-gun incumbent is Democrat Frank Burns.
Burns loves to play the part of a moderate, pro-gun Democrat when he’s campaigning in Cambria County. But when the pressure is on, he falls right in line with the gun-grabbing liberal elites in his party caucus.
In 2025, Burns completely betrayed gun owners by voting against a floor amendment that would have brought Constitutional Carry up for a vote and then tried to cover his tracks by introducing his own fake Constitutional Carry bill.
But Burns’ betrayals go even deeper. When control of the state capitol was on the line, Frank Burns cast the deciding vote to install ultra-liberal, anti-gun Philadelphia Democrat Joanna McClinton as Speaker of the House.
By handing the speaker’s gavel to a radical opponent of our Second Amendment rights, Burns practically cleared the runway for the gun-grabbers to push extreme control bills while blocking pro-2A legislation from ever seeing the light of day.
We cannot afford to let these betrayals go unchallenged.
The good news is that we have a real leader ready to step up and defend us: GOA-endorsed Philip Rice.
Phil is an Ebensburg native and a retired U.S. Army officer who served our nation for over twenty years on active duty. He completed two tours in Iraq, leading the very brigade that took Baghdad during the 2003 invasion. Phil’s courage under fire earned him two Bronze Stars and the Combat Action Badge.
When he retired from the military in the rank of Lieutenant Colonel, Phil didn’t stop serving. He has been a constant champion for his community of Cambria County, serving as the Director of Veterans’ Affairs, Commander of Ebensburg American Legion Post 363, and President of the Cambria County Fair.
Important for gun owners, Philip Rice will not be a squish when it comes to your Article I, Section 21 rights.
Phil earned a perfect 100% score on his GOA candidate survey. He understands that the Constitution is not a suggestion—it is a shield to protect our liberties from government opression.
In Phil’s own words:
“Shall not be questioned,” is strong and specific language. This is the constitutional protection given to Pennsylvania’s citizens’ right to bear arms. Article 1, Section 21 specifically and unequivocally enshrines this right in our State’s foundational document.”
Cambria County deserves a representative who has actually bled for our constitutional rights and knows what it means to keep his oath. Philip Rice is that leader.
